This apparently originated from WWII bomber pilots.
They could tell when they were over the target
when they could see, hear and feel the flak.
.

“If you’re not catching flak,*
you’re not over the target.”

– Anonymous

* drawing fire, getting heat, James-3-cursed?

………………….

“When you’re taking flak,
you’re right over the target.”

………………….

“The attacks are
coming on the people who are telling the truth. …

If you have not been attacked,
then you are probably not over the target
.

If you have not been attacked,
you probably are not doing anything,
because those that are telling the truth
are getting attacked. …

Look back at
those who are pointing the finger
and I think you’ll see
who the real bad guys are.”

………………….

“I say to all of those
lying about us
and attacking us
:

Good,
it means I’m over the target.

You let me know right where the target is—
from the flak
.”

– Alex Jones

………………….

Said differently:

“The flak never gets heavy until you’re over the target.”

“The flak only gets heavy when you’re over the target.”

“You know you are over the target when the flak is heaviest.”

“If you’re over the target, you are going to take flak.”

“When you’re taking flak, you’re right over the target.”
